What's worse is that this wasn't 1.5 hours after he arrived that he took the breath test but 2.5 hours. Now, if the test was accurate (a big if), then the dude was at .175 when he drove in. For a hard core alcoholic (as he probably was), that's not a good driving BAC, but you can kinda function.
He was drinking tequila shots? He could have at LEAST said he had a few too many gin and tonics. Tequila is a crazy man's drink.
